What’s Next: Beyond the Breaking of Cycle of Terror

In my last blog  (randomthoughtsbyvk.blogspot.com/2016/09/cycle-of-terror-attack-on-uri-in-which.html), I advocated the need to  carry out a surgical strike on terrorist camps located in Pakistan Occupied Kashmir (PoK). One week later, the Indian Army did just that. I must congratulate Indian political leadership and the military.  Now, the question is: what’s next?

The first thing that we need to understand is who the enemy is. Indians living in the Kashmir valley and Pakistani citizens (even if they have an adverse opinion of India and Indian actions ) are not the enemy. The enemy is the Pakistani establishment: its government, army, ISI and terrorists. The Indian establishment should target these base and evil elements and try (as much as possible) to avoid causing any harm to  the innocent Kashmiris and Pakistanis. Like us, they are mere victims. And also, it is in our long-term interest to protect the civilian population. People from Kashmir ( J&K and PoK) should see their future in India and not in Pakistan. 

The aim should not be to destabilize Pakistan or to escalate the tension, but to make sure that the Pakistani establishment understands that they would have to pay a proportional price for any misadventure against India. Over a period, Pakistan started believing that India doesn’t have the political will to retaliate. By going in for a surgical strike, India has made it clear to Pakistan, and more importantly to the world, that it is not going to tolerate any such unprovoked attacks on Indian soil. 

This episode is not yet over. The ball is in the Pakistan’s court.  There are  three main possibilities:  
1.    Terrorist Attack/s in Indian Cities: The Pakistani establishment treats terrorism as one of its state strategies. It is most likely that they would try to do something along the line of the Mumbai Attack, the Parliament Attack, or the Pathankot Attack, or even a Plane highjack. The Indian establishment should be in a state of alert. Thwarting such attempts are very important. What is also important is that the Indian government should be ready to give a fitting (measured and proportional )  response by attacking  terror camps and training grounds of the terrorists who dare to participate in such misadventures. 

Time has also come to have a federal/central police force to tackle these terrorist attacks. I         understand that law and order is a state matter. However, the time is ripe for states and the         center to come together in the national interest and give birth to such a force. Cooperation on GST clearly demonstrates that if there is a need they can come together. We should not overburden the army with internal security.

2.    Fanning the separatist movement in Kashmir:  Pakistan may try more mischief in the Valley. The key to our response should be that we differentiate between  common citizens living in the Valley and political leaders hobnobbing with the ISI and the Pakistani Army. We should figure out ways to help our fellow citizens in Kashmir and punish these errant political leaders. Completing the Kashmir Railway quickly would be a step in the right direction. Including more and more Kashmiri youths stakeholders in Kashmir’s tourism Industry will also help.

3.    Retaliation along the LOC: This is the third possibility. The military should be prepared to give a fitting response (measured and proportional) to any Pakistani misadventure. The Indian establishment has asked the villagers living in the border areas to move out. These villagers need governmental support. The government should make all efforts to provide them transportation, food, abode and jobs. 

On the diplomatic front, our diplomats were very successful in isolating Pakistan. Not a single government (including China) said anything negative about these strikes. Our diplomats must have worked very hard  to achieve this.  They deserve to be congratulated. Their job, however, has not ended. They should continue to work with/on the western, south Asian countries and China towards making  Pakistan understand the pitfalls of using terrorism as a state strategy. The most important is to convince China that supporting terrorism is not going to help anyone in the world. China is strategically tied to Pakistan, and it sees Pakistan as a counterweight to India’s growing influence. However, in this highly connected world no-one is a permanent enemy or a permanent friend. Moreover, China has also seen the effect of extremism in one of its states “the Xinjiang Uyghur Autonomous Region”. The task ahead for our diplomat is making the Dragon see red in any form of terrorism. 

I should also mention that this terrorist strike has made the job of the central government more difficult. Their responsibility is to teach the Pakistani establishment a lesson without escalating  the tension. The speech given by the prime minister in Kozhikode was in the right direction. We should not forget that our main fight is against poverty, illiteracy, unemployment and  corruption. The government has to tackle these issues along with the menace caused by elements across the border.

    It should be "world".

    Trouble is how to do it. China does want instability here. It's just that Pakistan is too crazy and incompetent that they are not making any statement against these strikes.
    Plus, since India is happy about the strikes and Pakistan says that there were no strikes, there is hardly any other side to support on in this win win scenario :D

      India has worked with China in the past. It is not correct to say that China wants instability in India. China's aim is to reach its rightful place in the world order. And, it considers its rightful place at the top. It sees India as a threat to achieving its aim. Therefore, it helps Pakistan against India. The new world order which is emerging will have two poles: the USA and the China. India is going to be the third most powerful nation. Both the US and China will need India's support to contain the other pole. What we see in Indian media today is that the US is supporting us. We should also know that India has supported China many times against the wishes of the US: one example is the establishment of Asian Infrastructure Development Bank. Our diplomats have to work harder and smarter to play this game. As we need China's support, China needs our support.

      It is hard to believe that there was no strike. If there was no strike, why did Pakistan's prime minister call an emergency cabinet meeting? Why did the political establishment start meeting the military establishment? the strike was very limited in the scope, it acted only against the terrorists camps located in PoK. Given the world pressure it doesn't make sense for them to retaliate immediately. Probably denying such strikes were carried out is the smartest thing for the Paki establishment. if they say the attacks were carried out, they will have tremendous domestic pressure to retaliate.

  4. As per your blog, The route of the awful menace is terrorism which stems from lack of education. By that it have to be clarified that education is not just academic but a state of thinking and foundation.
    Having said that, your article has a underlying idea that India is free from sin which is far from the truth. As a neutral person (my mum is Indian, dad is Pakistani and I'm British) May i suggest we concentrate on conflict resolution instead of escalation. I genuinely believe that no surgical strike occurred because it would have required prior permission from "other states" (America being one). It will be naive of us to assume that proxy war doesn't take place.
    If a surgical strike did take place against a terrorist infrastructure, It is definitely in the interesy of Pakistani people in longer run.
    It should also be stated that it may be a long process of identifying if a strike took place because it may be years to discover the results.

    1. First, let me thank you for reading and commenting. Education or lack of it is not a reason or a justification for terrorism. The existence and survival of the current Pak establishment (its army at top) depends on having India as an enemy. They use terrorism as a statecraft. Except, the Paki establishment, It has not benefitted anyone (including Paki citizens). I believe limited surgical strikes did happen. And yes, I don't want or advocate any further escalation. If we could have a peaceful solution, the world will become a better place. I believe all but one stakeholders including common Pakistani citizens prefer a peaceful resolution. But if we are able to resolve it, what will happen to Pakistan's army.

      In statecrafts, no one is free from any sin. The question is about the extent. 15 years back, these terrorists could have been considered freedom fighters (for some people, they still are) . Fortunately for India and unfortunately for Pakistan, today's world is a different place. Now, terrorism has no place. It should not be used as a statecraft.

    Before I make my comment let me clarify that I am pro modi pro right and a big fan of his intellect and overall political game. However, I cannot view Uri and PAthankote separately from Kashmir situation. I am a little skeptical of believing that terrorists can storm army camps like the way it has happened in past 6 months. While my sympathies are with the army, I think we need to ask about preparedness and alertness of the army. I am not ruling out that it might have been staged. It is a possibility like the surgical strike is also a possibility.

    LAstly, too many incidents have happened in the past that point to a fact that BJP govt is using its political intellect/shrewdness to win a situation. I am not saying it is right or wrong. After all it is politics.

    Arunanchal pradesh, Uttara Khand. Last of the lot is Karnataka Cauvery water. Is it as simple as it appears? A fight between two states over cauvery water. Supreme courts order tilted in favor of TN. Karnataka is congress state. A decision like this left the ruling party in KA with no option but to let protests happen. In either case they will lose with protests they had an outside chance.

    You may question why am I bringing up UK, arunanchal and Cauvery water now. I am just trying to point to style of functioning.
    I am not taking sides as to right or wrong. while some things might be wrong in the way it is done what matters is the end result and in that I believe that this government has been successful

    1. Thanks Saket for your comment. I try to keep things separate: 1) it helps me analyze things in a simpler manner 2) I am not a great believer of great conspiracies.

      I understand your pain as Banglorean. Managing our supreme court is not, however, as simple as you have alluded to.

      More importantly, I have not written these blogs from any party's perspective.
